Procurement officers at universities are increasingly frustrated at what they see as a lack of management of expense claims, it has been claimed.
The practice of university workers planning foreign trips can be a problem for procurement officials as it can result in higher costs overall.
Steve Summers, chief operating officer of Key Travel, told news website Public Sector Travel: "It is not unusual to find people planning trips for themselves outside a central budget, so they are not buying from an approved supplier but looking on Expedia or something.
"That is a frustrating thing for the travel agent but also for procurement staff who cannot get reliable management information."
Universities will be among several areas to be targeted by government spending cuts as the coalition seeks to reduce the country's budget deficit.
Some 10,000 places at universities will be cut this year among a range of efficiency savings to be made in higher education, while the government has also outlined procurement savings of up to £1.7 billion from existing or planned contracts across the whole of government.
