Public sector procurement guidelines 'must be clearer'

People in public sector procurement jobs must have clearer guidelines as to how competition in the industry is to operate, a legal expert has claimed.
Ben Gilliam, partner and head of the healthcare team at international law firm Eversheds, has stated that the issue of how procurement competition between the NHS and the private sector functions remains unresolved, as well as how it should work between organisations such as Foundation Trusts.
He highlighted both the NHS' preferred provider approach and the 'any willing provider' attitude favoured by private and voluntary providers as two of the potential approaches.
Mr Gilliam said: "Clarity is required so that the public, private and voluntary sectors know where they stand and seize the opportunities."
Earlier this month, shadow defence secretary Liam Fox criticised the Ministry of Defence's procurement programme for "operating in Wonderland".
He said that the government's unwillingness to reveal expenditure and to share crucial information was "nonsensical".
