Fire service procurement slammed

23-07-2010

A procurement service set up to facilitate the purchasing of fire engines is not value for money, the National Audit Office (NAO) has said.

Firebuy, the specialist organisation established by the previous government's Department for Communities and Local Government to help the procurement of equipment for the Fire and Rescue Services, is not delivering on its aims, the NAO says.

In a report delivered to parliament, the NAO claims that Firebuy has cost twice as much to set up and run as the total savings it claims to have delivered.

The NAO makes two recommendations - either to continue with a nationally directed central procurement body or to transfer its operations to another purchasing body or a Fire and Rescue Service.

"To deliver value for money for the taxpayer, public sector bodies should prevent the procurement of unnecessarily expensive bespoke equipment and collaborate successfully to build higher volume orders which reduce supplier prices," explained NAo head Amyas Morse.

The news comes as procurement processes in the police force are coming under fire, with a recent Audit Commission report claiming that £100 million a year could be saved by improving purchasing procedures.
